At their Monday, Jan. 7, 2019 Regular Meeting, Councilmembers approved an ordinance to amend the regulations and restrictions of PD Planned Development District No. 81 on a subject site located north of the intersection of Fifth Street and FM 1092, southeast of the intersection of Lexington Boulevard/Independence Boulevard and FM 1092, and west of Armstrong Elementary School; authorized the execution of a contract with LEM Construction Company for the construction of the Surface Water Treatment Plant Phase II expansion and authorized the execution of the Dry Creek access agreement that will facilitate the Developer to provide secondary access to the development and also connect Dry Creek Drive to Trammel Fresno Road. Here is a rundown of all Council actions at the meeting:

Staff Reports: 

  • Received operational updates from City Manager Anthony J. Snipes, including:
    • Reminder for the following events:
      • Family Fun Night: Bingo Edition is on Friday, Jan. 11 at 6 p.m. at the Recreation & Tennis Center.
      • Outdoor Pickleball Court Grand Opening is on Saturday, Jan. 12 at 9:30 a.m. in Court 13 at the Recreation & Tennis Center.
      • Cangelosi Detention Improvement Project Citizen Open House is on Thursday, Jan. 17 at 6 p.m. at the Old Municipal Court Chambers.
      • Car Seat Safety Check is on Saturday, Jan. 19 at HCC parking lot in partnership with MCPD, Texas Children’s Hospital and Safe Kids.
      • Electronic Recycling is on Saturday, Jan. 26 at 8 a.m. in the Public Safety Headquarters parking lot.
      • Tree Planting Competition is on Saturday, Feb. 9 at 10 a.m. at Buffalo Run Park.
      • The Hollywood themed 2019 Dad & Daughter Dance is also on Saturday, Feb. 9 at 6 p.m. at the Community Center.
      • The Annual Black History Month Celebration is scheduled for Saturday, Feb. 16. More details coming soon.
    • Thanks to:
      • MCPD, Public Works, Parks, Communications and Legal teams for assisting the Snowdrop Ultra55 Race that was hosted at Buffalo Run Park from Dec. 30 – Jan. 1.
      • City Secretary, Legal and Office of Performance & Strategic Initiatives for coordinating the Council Orientation sessions and the special Council Workshop. He also acknowledged all departments for participating in these important meetings.
    • Another reminder that all non-emergency City Hall Offices will be closed on Monday, Jan. 21 for the annual Martin Luther King, Jr. Holiday.
      • This includes: City Hall, Inspections & Permits, Visitors Center, Animal Shelter, Municipal Court and Police Department Front Lobby.
      • The Recreation & Tennis Center will be open from 8 a.m. to noon and the Quail Valley Golf Course and the City Centre at Quail Valley will be open and maintain normal business hours.
      • Residents who participate in the Municipal Solid Waste and Recycling Program will receive regular service as scheduled.
      • Also, due to the holiday, the next City Council meeting will be on Tuesday, Jan. 22.

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of Dec. 17, 2018.

Public Hearing & Related Actions:

  • Zoning Public Hearings and Ordinances
    • Approved an ordinance on the second and final reading to amend the regulations and restrictions of PD Planned Development District No. 81 on an approximate 38.51-acre tract of land to allow for a mixed use development to include commercial, retail, office/warehouse, townhomes and multifamily residential developments; providing for an amendment to the Comprehensive Plan; providing a penalty. The subject site is located north of the intersection of Fifth Street and FM 1092, southeast of the intersection of Lexington Boulevard/Independence Boulevard and FM 1092, and west of Armstrong Elementary School. Council voted (6/1) for this request.

 Authorizations:

  • Authorized the execution of a contract with LEM Construction Company for the construction of the Surface Water Treatment Plant Phase II expansion.
  • Authorized the execution of the Dry Creek access agreement that will facilitate the Developer to provide secondary access to the development and also connect Dry Creek Drive to Trammel Fresno Road.
  • Authorized the purchase of a new fire truck through the Houston-Galveston Area Council (HGAC) cooperative purchasing program. 

Resolutions:

  • Approved a resolution denying a request from Fort Bend County Municipal Utility District 24 to annex 519.35 acres of land to the City’s Groundwater Reduction Plan (GRP) area.

Closed Executive Session: 

  • Council went into Executive Session and reconvened to appoint Gloria Lucas to the Planning & Zoning Commission. Lucas currently serves on the TIRZ Board #2; she was first appointed on Dec. 18, 2017. She was also appointed to the Comprehensive Plan Advisory Committee (CPAC) during the October 19, 2015, Regular City Council meeting.
