At the Monday, April 15 Regular Meeting, the Edison Arts Foundation presented a check to the Missouri City Parks Foundation; Councilmembers recognized Sgt. Daryl Smith on his retirement and more than 27 years’ of service with the City; proclaimed the month of April as “Bicycle Appreciation Month” and authorized multiple contracts for the provision of chemicals for City water and waste water plants. Here is a rundown of all Council actions at the meeting:

Recognitions: 

Edison Arts Foundation check

The Edison Arts Foundation presented a $2,000 check to the Missouri City Parks Foundation. 

Sgt. Smith at Council

Recognized Sgt. Daryl Smith on his retirement and more than 27 years’ of service with the City. He was elected as Precinct 2 Constable earlier this year.

Bike Appreciation Month

Proclaimed the month of April as “Bicycle Appreciation Month” in the City of Missouri City and received a special presentation from former District B Councilmember Don Smith.

Staff Reports:

Received updates from City Manager Anthony J. Snipes. These included:

  • Recognizing the Police and Fire Departments, as well as the Communications and Public Works teams for their work during recent inclement weather.
  • Noted upcoming events: 
    • Senior Foodies on Thursday, April 25.
    • Paper Shredding event on Saturday, April 27.
    • Drug Take Back Day on Saturday, April 27.
    • Tots Crafts on Wednesday, May 1.
    • MCTX Family Fest on Saturday, May 4.
    • Mother’s Day Cake Decorating Event on Saturday, May 11. 

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of April 1, 2019. 

Public Hearings and Related Actions:

  • Approved an ordinance on the first reading amending Specific Use Permit No. 65, authorizing the use of a 5.80-acre tract of land in the City of Missouri City as Specific Use Permit No. 65- Sewer facility; adding a 8.51-acre tract of land; authorizing a total 14.31-acre tract of land as Specific Use Permit No. 65-Sewer facility; describing said 14.31-acre tract of land; providing limitations, restrictions, and conditions on such specific use; amending the zoning district map of the City of Missouri City; providing for repeal; providing a penalty; providing for severability; and containing other provisions relating to the subject.

 Appointments:

  • Appointed Debbie Marcell (Director – Position 1), Linda C. Bell (Director – Position 2) and Cody Radley (Director – Position 3) as directors to the Board of Directors for the Sienna Plantation Management District.

Authorizations:

  • Authorized multiple contracts with various vendors, namely; DXI Industries; Brenntag Southwest, Inc., Fort Bend Services, Shannon Chemicals and Gulbrandsen for the provision of chemicals for City water and waste water plants.
  • At-Large Position No. 1 Councilmember Vashaundra Edwards tagged awarding and authorizing the negotiation and execution of a municipal court collection services contract. The item will be on the Monday, May 6 Regular Meeting agenda.
  • Mayor Pro Tem Chris Preston tagged considering and discussing the purchase of the Mustang Bayou Package Plant. The item will be on the Monday, May 6 Regular Meeting agenda.

Ordinances:

  • Mayor Pro Tem Preston tagged considering an ordinance amending the general budget for the fiscal year beginning October 1, 2018, and ending September 30, 2019 transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate city officials to take steps necessary to accomplish such transfers; making certain findings; containing certain provisions relating to the subject; and considering the ordinance on the first and final reading. The item will be on the Monday, May 6 Regular Meeting agenda. 

Resolutions:

  • Suspended the May 10, 2019 effective date of CenterPoint Energy Houston Electric, LLC’s notice of filing to change rates within its service area to afford the City of Missouri City time to study the request and establish reasonable rates; authorized cooperation with the Gulf Coast Coalition of Cities in negotiation and litigation efforts that relate to CenterPoint Energy Houston Electric, LLP’s filing.

The next Regular City Council Meeting will be held on Monday, May 6 at 7 p.m. in Council Chambers.
