At their Monday, Oct. 1, 2018 Regular Meeting, City Councilmembers approved the City’s proposed property tax rate of $0.63000 on record vote by Mayor Allen Owen (yes), Mayor Pro Tem Yolanda Ford (yes), At-Large #1 Councilmember Jerry Wyatt (yes), At-Large #2 Councilmember Chris Preston (yes), District D Councilmember Floyd Emery (yes) and District C Councilmember Anthony Maroulis (yes); District B Councilmember Jeffrey Boney was not present at this meeting.

Presentations & Recognitions:

CouncilConnection 10.1.18

  • Proclaimed the week of October 7-13, 2018 as “Fire Prevention Week” in the City of Missouri City, Texas.
  • Proclaimed the month of October as “National Community Planning Month” in the City of Missouri City, Texas.
  • Proclaimed October 2, 2018, as “National Night Out” in the City of Missouri City, Texas.
  • Proclaimed October 4, 2018, as “Public Administration Day” in the City of Missouri City, Texas.

Public Comments: 

  • Received public comments on topics ranging from City bonds, senior tax exemptions, parks, amenities, and the Fonmeadow Bridge.

Staff Reports: 

  • Received operational updates from City Manager Anthony J. Snipes, including:
    • Notified that the Fiscal Year 2019 budget is in effect as of Oct. 1.
      • Once the final vote on the 2018 tax rate was completed, a news release with FY 2019 details and the approved tax rate would be issued and shared on all citizen communication tools as well. Read News Release
    • Advised everyone to please mark their calendars for the following events:
      • The 2018 National Night Out was on Tuesday, Oct. 2. The annual “kick-off” event on Sept. 29 was cancelled due to inclement weather.
      • The 2018 Leadership Now Symposium was held on Thursday, Oct. 4 at the City Centre. Staff members from all departments participated in this initiative and some served on panels.
      • The inaugural Public Service Administration Day will be held on Friday, Oct. 5. Students from area high schools will meet in Council Chambers and then split into groups to shadow employees and learn more about municipal operations.
      • The Third Annual Community Night Out will be held on Saturday, Oct. 6. The jazz showcase with Kyle Turner, Mark Dini and Paula Atherton will be from 4 p.m. to 6 p.m. on the Community Center Performance Plaza; followed by superstar performers Zapp, Cupid, and Tucka on the main event stage. The free festivities will also include a health fair, food trucks and more.
      • Fire Prevention Week is from Oct. 7 to 13.
      • The Shrimp Boil Tennis Tournament is on Friday, Oct. 12 and Saturday, Oct. 13; the complimentary player’s shrimp boil lunch is on Saturday.
      • A special ribbon-cutting ceremony is set for Saturday, Oct. 13 at 11 a.m. in Community Park to celebrate the opening of the newly expanded recreational area that involved a partnership with the City and Niagara.
      • Drug Take Back Day is on Saturday, Oct. 27 at 9 a.m. at Public Safety Headquarters.
      • Trick & Treats in the Park is also on Oct. 27 at 4 p.m. in Buffalo Run Park.
    • Informed the Council that Lori Messer, Principal Consultant from Gallagher Benefits Consultants, recently provided employees an overview of the 2018 Market Salary & Benefits Compensation Study.
    • He also, highlighted:
      • The Human Resources & Organizational Development team for coordinating the Second Annual Job Fair & Career Development Forum on Sept. 28.
      • The Parks & Recreation team for hosting the Second Annual Oktoberfest on Sept. 22 and also the Roane Park “Design Day” on Sept. 25.
      • The Communications team for coordinating the Community Connection event on Sept. 18 to receive input and feedback from residents and stakeholders regarding our Communication tools.
    • Lastly, City Manager Snipes shared that the fall edition of the “Show Me” Missouri City citizen newsletter has been mailed to all residents and businesses.

Consent Agenda:

  • Approved the minutes of the Special City Council Meeting of Sept. 13, 2018, and the Special and Regular City Council Meetings of Sept. 17, 2018.
  • Approved an ordinance on the second and final reading levying an assessment on certain residential lots within Section 8, Lake Shore Harbour subdivision, for public improvements in Public Improvement District No. 2.

Authorizations:

  • Authorized the City Manager to execute a contract for diesel fuel and gasoline for the City’s fleet of vehicles.
  • Authorized the approval for the parkland dedication proposal for Murphy Village Townhomes.

Ordinances:

  • Approved an ordinance on the first and final reading providing for the assessment, levy, and collection of ad valorem taxes for the City of Missouri City, Texas, for the 2018 tax year and for each year thereafter until otherwise provided; providing the date on which such taxes shall be due and timely paid; authorizing an additional penalty for the collection of delinquent ad valorem taxes in lieu of recovering attorneys’ fees. Separate votes are required for the adoption of operations tax rate, the debt service tax rate, and the tax rate ordinance.
  • Approved an ordinance on the first and final reading authorizing the issuance and sale of City of Missouri City, Texas, Certificates of Obligation, Series 2018A in the aggregate principal amount of $21,000,000; levying a tax in payment thereof; authorizing the issuance of the certificates in accordance with specified parameters; authorizing the execution and delivery of a paying agent/registrar agreement and a certificate purchase agreement; approving the official statement; confirming the engagement of professionals in connection with the issuance of the certificates of obligation; finding and determining that the meeting at which this ordinance is passed is open to the public as required by law; and enacting other provisions relating thereto.
  • Approved an ordinance on the first and final reading authorizing the issuance and sale of City of Missouri City, Texas, Certificates of Obligation, Series 2018B in the aggregate principal amount of $1,230,000; levying a tax in payment thereof; authorizing the issuance of the certificates in accordance with specified parameters; authorizing the execution and delivery of a paying agent/registrar agreement and a certificate purchase agreement; approving the official statement; confirming the engagement of professionals in connection with the issuance of the certificates of obligation; finding and determining that the meeting at which this ordinance is passed is open to the public as required by law; and enacting other provisions relating thereto.
  • Approved an ordinance on the first and final reading authorizing the issuance and sale of City of Missouri City, Texas, General Obligation Bonds, Series 2018, in the aggregate principal amount not to exceed $13,000,000; levying a tax in payment thereof; authorizing the execution and delivery of a bond purchase contract, a paying agent/registrar agreement and an officer’s pricing certificate; approving the official statement; approving the engagement of certain professionals in connection with the issuance of the bonds; finding and determining that the meeting at which this ordinance is passed is open to the public as required by law; and enacting other provisions relating thereto.
